[HDRP] Local Volume's Weight doesn't blend correctly between skies
Versions tested: 2019.3.4f1 + 7.1.8, 7.3.0
Reproduces in 7.1.8 and 7.3.0
Steps to reproduce:
1) Open attached project or make a scene with global and local volumes, both having different sky overrides
2) Fly camera into local volume
3) Drag Weight slider
4) Observe that it just switches between different sky types
Expected behaviour: Should blend between two skies

Latest issues
- Prefab override popup is cropped/positioned incorrectly when more than one display is used and a higher display Scale is set
- Opening a dropdown on a small screen results in its instant closing when mouse cursor is pressed where the dropdown is going to be opened
- Only "ArgumentNullException: Value cannot be null" is displayed instead of all the actual errors when opening a project with numerous compilation errors
