[HDRP] Enable GPU Instancing is not available when ShaderGraph Master node type is Unlit
Reproduction steps:
1. Open the attached "New Unity Project.zip" project and Scenes/Sample Scene scene
2. Navigate to Assets/Test Data/3d grass and select grass material
3. Observe properties in the Inspector
Expected result: Enable GPU Instancing is available
Actual result: Enable GPU Instancing is not available
Reproducible with: 7.5.2 - 9.0.0-preview.71(2019.4.16f1, 2020.1.17f1, 2020.2.0a19)
Not reproducible with: 10.0.0-preview.27 - 10.2.2(2020.2.0a20, 2020.2.0f1, 2021.1.0a9)
