Handles.ScaleSlider handle disappears and does not scale when "scale" parameter is 0
How to reproduce:
1. Open the user's attached project
2. Open "SampleScene"
3. In the Hierarchy select "CantBeChanged"
4. Try to drag the cyan handle
Expected results: Handles.ScaleSlider scales the "scale" parameter when it is 0
Actual results: Handles.ScaleSlider does not scale the "scale" parameter and the handle disappears
Reproducible with: 2018.4.32f1, 2019.4.20f1, 2020.2.4f1, 2021.1.0b7, 2021.2.0a4

Resolution Note (2021.1.X):
Scaling is proportional. If you have a start scale of 0 in your transform, you cannot modify it via the manipulator(handle) since the manipulator is a multiplier. N * 0 will always equal to 0.
