Graphics.CopyTexture doesn't copy correctly to texture array when QualitySettings.masterTextureLimit is > 0
How to reproduce:
1. Open the user's attached "texture_copy_to_array_bug" project
2. Open the Scene "SampleScene"
3. Enter the Play Mode
Expected results: The third row of texture is the same as the first one
Actual results: The third row is blank
Reproducible with: 2018.4.34f1, 2019.4.27f1, 2020.3.11f1, 2021.1.9f1, 2021.2.0a18

Resolution Note:
If you need to copy between textures with a different master texture limit, please use the region-based overload.
