Editor crashes upon entering the playmode when the graphics API is set to Vulkan
Steps to reproduce:
1. Download the attached project and open 'scene'
2. In the Player settings, make sure that the graphics API is set to Vulkan
3. Enter Play mode
4. Observe a crash
Notes:
- Reproduces inconsistently: sometimes you need to build a standalone player first, and then enter the play mode, while sometimes it reproduces immediately
- Reproduces on 2019.1.0a3 and 2018.3.0b4

Most definitely reproducible, for me it also crashes whenever I try to resize an editor panel. Or I can just do nothing and wait and it'll crash in a minute or so. Using Unity 2019.2.1f1
