Reproduction steps:
1. Open Unity Hub
2. Go to “Projects → New Project“
3. Select any new project template, fill in the project information, and press “Create project“
4. Wait for the project to automatically open on the selected Editor version
5. Observe a crash of the Editor, then a window with the “Unity Package Manager Error“ message, and then a window with the “GetManagerFromContext: pointer to object of manager 'MonoManager' is NULL (table index 5)“ error
