Creation of AssetBundles containing shaders is non-deterministic (inconsistent)

How to reproduce:
1. Open tester-submitted project (AddressableGroupDeterminsim.zip)
2. Open Addressables Groups window
3. Add Assets/Prefabs/UberPrefab to the 'test' group
4. Click Build > New Build > Default Build Script
5. Save a copy of the ServerData folder, found at the project's root folder
6. Close the project and delete the Library folder
7. Open the project and build Addressables with Default Build Script again
8. Open the new ServerData folder and compare the bundle naming hashes

Expected result: the hashes are identical
Actual result: the hashes are different

Reproducible with: 2018.4.20f1
Could not test with: 2017.4.39f1(package unavailable) 2019.3.9f1, 2020.1.0b4, 2020.2.0a5(project incompatible)

Reproducible with package versions: 1.3.3, 1.7.5
Could not test with package versions: 1.2.4(project scripts incompatible with these versions)
