Copied and Pasted States appear in a set location instead of where the Users cursor is located at when using the Pasting Shortcut
*Steps to reproduce:*
# Create any Project
# Create an Animator Controller in the Project Browser and double click it to open the Animator Window
# Create a State by right clicking the workspace
# Right click the State and copy it
# Use your pasting shortcut while hovering over somewhere in the workspace
*Actual results:* The copied State is pasted at a set location on top of the "Any State" node
*Expected results:* The copied State is pasted where the users cursor is at that moment. Pasting acts as if the user has right clicked the workspace and chooses the option to Paste. This is the same behavior all other node based systems in the Editor use.
*Reproducible with versions:* 2021.3.47f1, 2022.3.56f1, 6000.0.34f1, 6000.1.0b2
*Tested on (OS):* Windows 11
