Canvas Image element is not centered when created along with the Canvas
To reproduce:
1. Open any or create a new project
2. In a scene with no Canvas create UI -> Image
Expected behavior: The Image is at the center of Canvas either when it's created along with canvas or separately on an already existing Canvas
Actual behavior: The Image is not centered
Reproduced with: 2017.4.15f1, 2018.2.16f1, 2018.3.0b10, 2019.1.0b9
Notes:
The image position depends on the scene view. If it's moved up, the image is created in the upper part of the canvas.

Resolution Note (2019.1.X):
When the parent isn't explicit (i.e. the parent canvas isn't selected) the instantiated ui element will be positioned in the center of the scene view
