Application.lowMemory event doesn't fire on UWP
Steps to reproduce:
1. Download attached project
2. Open LoadImageTest.cs
3. Comment line 68
4. Build project for UWP
5. Open VS studios and deploy to HoloLens
Expected results: Application.lowMemory event triggers on HoloLens
Actual results: Application.lowMemory event does not trigger on HoloLens
Reproduced with: 2019.3.0a10, 2019.2.0b10, 2019.1.11f1, 2018.4.5f1, 2017.4.30f1
