Animation State Inspector variables are missing tooltips
How to reproduce:
1. Open the attached project "Reproduction"
2. Open the Assets -> Animations -> Coin.controller in the Animator window
3. Click on the "Coin_Idle" Animation State
4. In the Inspector, hover on any variable, for example, Cycle Offset
5. Observe the results
Expected results: The tooltip with the meaning of the variables is shown
Actual results: None of the variables have tooltips
Reproducible with: 2022.3.56f1, 6000.0.34f1, 6000.1.0b2
Reproducible on: macOS Sequoia 15.1 (M1)
Not reproducible on: No other environments tested
