[Tilemap] Tile Selection Box is duplicated and offset when Cell Anchors and Scale are altered
Reproduction steps:
1. Open attached project "TileSelection"
2. Open "Assets/Scenes/Villages test scene" Scene
3. Select the "TileMap_Objects_64x64" GameObject inside of the "Grid" GameObject
4. Open Window -> 2D -> Tile Palette
5. Using the Select tool (S hotkey) select a Tile inside of the Scene View
Expected result: A single Tile is selected
Actual result: A Selection highlight is duplicated nearby
Reproducible with: 2019.4.16f1, 2021.1.17f1, 2020.2.0b14, 2021.1.0a9
Could not test with: 2018.4 (Compiler errors)
