[XR][OpenXR][DX12] HMD tracking does not work when "Depth Submission Mode" is enabled and DirectX 12 Graphics API is selected
Reproduction steps:
1. Open the user's attached "steamvr_depth_submission_issue.zip" project
2. Load the "samplescene"
3. Make sure Depth Submission Mode is set to "Depth 24 Bit" in Player Settings > XR Plug-in Management > OpenXR
4. Enter Play mode
5. Move HMD around
Expected result: HMD tracking works fine
Actual result: HMD tracking does not work
Reproducible with: OpenXR 1.2.0, 1.2.3 (2020.3.13f1, 2021.1.14f1, 2021.2.0b3, 2022.1.0a1)
Could not test with: 2018.4, 2019.4 (OpenXR requires 2020.2+)
Notes:
- not reproducible with DirectX 11
- with SteamVR runtime tracking does not work with both Depth 16 Bit and 24 Bit
- with Oculus runtime it does not work only with Depth 24 Bit
