[Wrap Mode]Mirror Once texture Wrap Mode mirrors continually on Android builds
To reproduce:
1. Open the user's attached project
2. Build and run on Android device
3. Compare the Game View and device screen
Expected: Texture is mirrored once, like it is in Editor
Actual: Texture is mirrored continually, unlike in Editor
Reproduced with: 2018.4.16f1, 2019.3.1f1, 2020.1.0a22
Reproduced with OpenGL (Mono and IL2CPP) on both Adreno and Mali
Not reproduced with Vulkan (Mono and IL2CPP) only on Adreno GPUs

Resolution Note (2020.2.X):
Mirror Once texture wrap mode requires and OpenGL ES extension (which is supported on ShieldTV only) or a Vulkan extension (VK_KHR_SAMPLER_MIRROR_CLAMP_TO_EDGE_EXTENSION_NAME), which is not supported on all drivers.
We fall back to Mirror wrap mode if it's not supported.
