Position of UI Effects is scaled incorrectly
Steps to reproduce:
1. Open attached project
2. Open "scene"
3. Select "WorldCanvas" and notice that "Render mode" is set to "World Space"
4. In "Game" tab observe that position of outline is calculated incorrectly (also happens with Shadow effect).
Note: This bug depends on the value of "Dynamic Pixels Per Unit".
I have noticed another bug:
1. Select "WorldCanvas" in hierarchy
2. Change its "Canvas" component "Render mode" to any other than "World Space"
3. Notice that text position changes
4. Undo (Ctrl + z) and notice that text doesn't get back to its original position
