[Windows][Pen] Pen.phase.ReadValue() generates exception.
When trying to read the value for pen phase, exception "USHT state must have sizeInBits=16" is thrown.
Repro:
1. Download from GitHub: https://github.com/Unity-Technologies/InputSystem/tree/develop
2. Open it with Unity 2018.2
3. Open scene: Assets -> QA -> Input_Test -> Scenes ->02_Input
4. Enter Play Mode
5. Use the dropdown menu on the top to pick "Pen"
6. Observe the error in Console window
Expected: The phase of the pen can be read without exception.
