[Windows] Color Adjustments are not applied to HDRi Sky when the Command Buffer is set to 'R16G16B16A16' and path tracing is set up
Reproduction steps:
1. Open the attached ‘EnvSampling' project
2. Go to the ‘Project Settings → Quality → HDRP → Post Processing’
3. Set the Buffer Format to ‘R16G16B16A16’
4. Open the ‘OutdoorsScene’ and observe the ‘Sky and Fog Volume’ GameObject

Could not test with: 2020.3.38f1, 2021.3.8f1, 2022.1.12f1, 2022.2.0b2 (multiple shader errors after downdrading)
Reproduced on: Windows 11 (Nvidia)
Not reproduced on: MacOS 11.6 (Intel)
Notes:
