Wheel Collider Spring Damper affects vehicle's velocity
To reproduce:
1. Open repro project
2. Play scene
Expected: red and white cuboid velocity will be the same
Actual: red cuboid(with higher Collider Suspension Spring Damper value) is moving faster
Reproduced: 5.6.0f3, 5.6.5f1, 2017.1.2p4, 2017.2.1p1, 2017.3.0p1, 2018.1.0b1
