Localization Group Rules bypasses Locale logic when SharedGroup asset provided
Reproduction steps:
1. Open the attached project "ReproProj"
2. Open “Window > Asset Management > Localization Tables“
3. Click “New Table Collection“
4. Edit name “TableTable2“
5. Click “Create”
6. Click “Window > Asset Management > Addressables > Groups“
7. Observe
Expected result: “TestTable2_en“ exists under “Localization-String-Tables-en“
Actual result: “TestTable2_en“ is placed under “Default Local Group (Default)“
Reproducible with: 1.5.4 (600.3.0b5), 1.5.9 (6000.5.0a7)
Testing environment: Windows 10 Enterprise 21H2
Not reproducible on: No other environment tested
