WaitForEndOfFrame is not executed when using the Editor frame-step
Reproduction steps:
1. Open the attached project "DebugUpdateOrder.zip";
2. Open the example scene;
3. Enter a play mode and observe the console;
4. Pause the game and try to step several frames;
5. Observe the console and compare.
Expected results: All 7 outputs will be printed when using frame-step function.
Actual results: only 5 of them still persist, WaitForEndOfFrame is never outputted in the console.
Reproducible on: 5.6.5p1, 2017.1.3p2, 2017.2.2p2, 2017.3.2f1, 2017.4.0f1, 2018.1.0b12, 2018.2.0a6.
