[Vulkan] VFX with 2 GPU events throws 'more UAVs than supported' error on Vulkan.
Repro steps:
1. Import the attached vfx into a HDRP Visual Effect enabled project.
2. Compile the effect and place it in the scene.
3. Observe that there are no console errors.
4. Go to Project Settings - Player - Other Settings and add Vulkan as the current Graphics API
5. After the editor restarts, compile the GPUEvent vfx again
6. Observe errors.
Expected outcome:
- Either no errors in Vulkan, or if more than 8 UAVs are used on DX11, an error on DX11

Resolution Note:
The current implementation use AppendStructureBuffer which needs two RW slots on other platform than DX11/12.
We have a plan of refactoring and gathering counters into a common buffer to save available slots on Vulkan.
