[Vulkan] Crash in vk::CommandBuffer::WriteTimestamp when opening Editor in Vulkan
To reproduce:
Create a new project with -force-vulkan
CRASH!
Reproduced in 2020.1.0a15
Not reproduced in 2020.1.0a14
