[VR]UnityEngine.XR.InputTracking.GetLocalRotation(XRNode.CenterEye) returns Quaternion.identity when no sensor is connected
How to reproduce:
1. Open the user's project
2. Open the "Scenes/SampleScene" Scene
3. Enter the Play Mode
4. Disconnect Oculus's sensors
Expected result: Cube is following head movements
Actual result: Cube stays fixed next to the left cube
Reproducible with 2018.4.3f1
Not reproducible with 2017.4.29f1, 2018.4.2f1, 2019.1.9f1, 2019.2.0b8, 2019.3.0a8

Resolution Note:
We recommend either using GetNodeStates and using the TryGetRotation function which will return false if no rotation data is provided, or using the InputDevice TryGetFeature API to request the CommonUsages.deviceRotation usage.
