VR HMD view is flipped upside down when LWRP is enabled
Steps to reproduce:
1. Create a new project with LWRP VR template
2. Update LWRP to 5.0.0
3. Enter play mode in VR
Result: view in HMD is upside down.
Reproduced on 2019.1.0a8, LWRP 5.0.0
Not reproducible in 2019.1.5f1, LWRP 4.1.0, LWRP 5.7.2

Flipped Upside Down behavior reproduced using Windows Mixed Reality:
Unity 2018.3.8f1
LWRP 4.10.0 (Depth Tex on, HDR on, MSAA 4x)
WMR 1.0.8
