[VCS] Script execution Order is non-interactable and cannot be checked out
How to reproduce:
1. Create a new project in your preferred workspace folder
2. Set it up to use Perforce
3. Submit the initial project (Asset/Project Settings folders)
4. Go and observe the Edit -> Project Settings -> Script Execution Order window
Expected result: the script execution order window is interactable
Actual result: the script execution order window is not interactable and cannot be checked out
