[UX] Assemblies which reference 'Moq.dll' are not referenced in Editor when they include any platform except Editor
Reproduction steps:
1. Open the attached project ("case_1220959-BrokenOverrides.zip")
2. Notice the 'type or namespace name 'Moq' could not be found' error in the console
3. Select the "Assets/Items/Tests/Project.Items.Tests.asmdef" assembly definition
4. Change the included platforms list to only include Editor and press Apply
5. Notice that 'Moq' is now referenced ('Unexpected use of an unbound generic name' error is thrown, but it is expected)
Expected result: The workflow with assemblies similar to 'Moq.dll' is more streamlined
Actual result: Current workflow is confusing and requires the user to know which assemblies are not player compactible
Reproducible with: 2019.3.9f1, 2020.1.0b5, 2020.2.0a7
Couldn't test with 2017.4, 2018.4 (errors after downgrade)
