[URP] Shadows of GameObjects rendered by Linear Renderer flickers when affected by additional light
How to reproduce:
1. Open the attached project "1270731.zip"
2. Open the "Test" Scene
3. Enter the Play Mode
4. Look around in the Game view (using your mouse)
Expected result: shadows of a "Rope" GameObjects are always visible
Actual result: shadows of the "Rope" GameObjects disappears and re-appears while looking around
Reproducible with: 2018.4.28f1 (4.10.0), 2019.4.11f1 (7.3.1, 7.5.1), 2020.1.7f1 (8.2.0, 9.0.0-preview.55), 2020.2.0b5 (8.2.0, 10.0.0-preview.26)

- Also reproduces in the Scene view
- Does not reproduce using Built-In or High Definition Render Pipelines
- Only reproduces when additional light is a Spotlight
- Reproduces with Direct3D11, Direct3D12, Vulkan APIs
