[URP][ShaderPreProcessor] Using Caching Preprocessor causes shader errors for Shader graphs and Speedtree shaders
Repro steps:
1. Open attached project
2. Make sure Project Settings -> Editor Caching Preprocessor (Experimental) is enabled
3. Build
Actual: Shader errors thrown during build
Reproducible with: 2020.1.0b3 - URP 9.0.0, 2020.2.0a4. - URP 9.0.0
