URP lit Shaders are not shown when project is built on WebGL
Reproduction steps:
1. Open user's attached Project
2. Build and Run WebGL Project
Expected result: Scene is shown with all it's objects and shaders
Actual result: Objects in the scene which have lit Shaders don't appear in the build and the browser console shows warnings
Reproducible with: 12.1.2(2021.2.7f1), 12.1.3(2021.2.8f1), 13.1.3(2022.1.0b2)
Could not reproduce with: 10.8.1(2020.3.26f1): The list of [SerializeReference] objects being deserialized is from a more recent version of Unity, 7.7.1(2019.4.34f1): File may be corrupted or was serialized with a newer version of Unity.
Notes: with 12.1.3 objects appear in the scene, but shaders don't get rendered.
With 12.1.2 I wasn't able to reproduce it on 1050ti machine, I was able to reproduce it on RTX2060. With 13.1.3 nothing appears in the build.
