[URP] Wireframe Draw Mode is not working in the Scene View
Steps to reproduce:
1. Open any project
2. Set the graphics API to Vulkan
3. Ensure there are 3D objects in the scene (simple spheres work fine)
4. Enable Wireframe Draw Mode in the Scene
Expected result: the wireframe is visible
Actual result: nothing is rendered
Reproducible with: 2021.3.31f1, 2022.1.24f1, 2022.3.11f1, 2023.2.0a10, 2023.2.0b15, 2023.3.0a12
Note: On 2021.3.X and 2022.1.X the wireframe still shows up when the object is selected; 2022.2.X onwards there is no wireframe at all
Note: Reproducible using Windows 10, 11 and Ubuntu 22.04
