[URP] Decal Projector Material disappears when the Scene Lighting is off
How to reproduce:
1. Open the user-attached project
2. Open the “TestLevelMorgan” Scene
3. Focus on the “blood_splat_4x4” Prefab via the Hierarchy Search Bar
4. Move the Scene view closer to the Decal (Visible on the floor)
5. Rotate the Scene view up so that you are looking across the blood decal
Expected result: The “Blood” Decal is still visible
Actual result: The “Blood” Decal disappears together with the floor / turns dark together with the floor
Reproducible with: 12.1.7 (2021.3.12f1), 13.1.8 (2022.1.21f1), 14.0.3 (2022.2.0b12), 15.0.1 (2023.1.0a16)
Couldn’t test with: 10.10.1 (2020.3.41f1) - Pink shaders
Reproduced on: macOS Monterey 12.6 (Intel)
Note: Issue is not visible in Game View (With Camera GameObject)

Resolution Note:
We were not able to reproduce the black box containing the decal.
The darkening with the view angle looks like you are in "Unlit Draw Mode" Try changing it to "Shaded Draw Mode"
