[URP][Android]Linear Color Space setting ignored when Post Processing is enabled on certain configurations
To reproduce:
1. Open the "LinearColorSpacePostProcessing.zip"
2. Build and Run the "SampleScene" scene on Android
Expected: The image has a washed-up effect
Actual: The image has no effects
Reproduced with(Unity Versions): 2019.4.3f1, 2020.1.0b14, 2020.2.0a17
