[URP][2D] Shadow caster 2D changes shadowing on itself when reactivating the game object
How to reproduce:
1. Open attached project "case1264072.zip" and scene "ShadowTest"
2. Observe the Game window
3. Select the Shadow Caster object in the Hierarchy and disable it
4. Enable the Shadow Caster object
5. Observe the Game window
Expected result: Shadow Caster's white circle stays the same as it was before disabling
Actual result: Shadow Caster's white circle is shadowed
Reproducible with: 2019.4.5f1(7.2.0, 7.4.1), 2020.1.0f1(8.2.0), 2020.2.0a18(9.0.0-preview.14)
Cannot test with: 2018.4.25f1(no URP)
Notes:
-This issue cannot be tested in URP versions lower than 7.2.0 because scene lighting disappears required for the issue testing
-Editor throws errors when upgrading URP to 9.0.0-preview.35
