Normal maps don't work on a sprite when creating new project with 2D URP template
Reproduction steps:
1. Open the user's attached project
2. Open Assets > "scene"
3. Create New Material and assign to "PlayerRun_0" Game Object
4. Add Normal maps to material in the Inspector
Expected results: Normal maps show on the sprite
Actual results: Sprite looks flat
Reproduced in: 7.7.1 (2019.4.32f1), 10.7.0 (2020.3.22f1), 12.1.1 (2021.2.3f1), 13.1.0 (2022.1.0a15)
Notes:
- For Versions where there is no 2D URP template. The project needs to be downgraded

Resolution Note:
Set Inspector > Light 2D > Normal Maps > Quality property to "Fast" or "Accurate" to enable Normal Maps rendering.
