[URP] Speedtree LOD Fade mode "Cross Fade" incorrect behavior / algorithm
(Repros on 6.9.1 release, 7.1.2 release, and SRP Master commit 0251f6303b. Could not attempt repro in 5.7.1 as the materials would not generate.)
Repro steps:
1. Open Scenes/056_Speedtree_V7
2. Focus on Broadleaf_Desktop_OptionsOff_LOD0
3. Zoom in and out
Expected result: LODs should fade smoothly into each other (see attached gif or set Fade Mode to "SpeedTree")
Actual result: LODs make the leaves grow too large and then suddenly jump from one LOD to the other (see attached gif)
