[Universal RP] Building URP project for Windows with HDRP in project creates errors, stack overflow, and sometimes crashes
1. Get version 7.1.5 (if it's not available yet, use branch Release/7.1.5 on SRP repo)
2. Add HDRP and Universal to the project
3. Create a universal pipeline asset and set it as the current pipeline asset
4. Try to build the project multiple times
Expected result: no errors
Actual result: it seems to build, but the first time you get an error, the second time you get a stack overflow, and if you keep doing it, it might crash Unity (without opening the crash handler).
