[Universal RP][Android][GLES3] The scene is flickering in build when HDR is enabled in the Render Asset
How to reproduce:
1. Download and open project from https://github.com/Verasl/BoatAttack
2. Enable 'HDR' property in the Pipeline Asset
3. Make sure that Graphics API is set to OpenGLES3 in the Project Settings -> Player
4. Build and run a project on Android
Expected result: The scene is rendered the same way as in the Editor
Actual result: The scene is periodically flickering
Reproducible: 2020.1.0a1 with Universal RP 7.1.1 package version
Not reproducible: 2019.2.1f1 with LWRP 6.9.1 package version
