Unity Recorder records incorrect resolution if Output Resolution is changed
Reproduction Steps:
1. Open the attached project
2. Open Unity recorder - (notice 420p resolution)
3. Switch to 1080p output resolution
4. Press record
Actual result: Gameview expands to 1080p resolution, but Camera View is still in previous resolution

Latest issues
- Prefab override popup is cropped/positioned incorrectly when more than one display is used and a higher display Scale is set
- Opening a dropdown on a small screen results in its instant closing when mouse cursor is pressed where the dropdown is going to be opened
- Only "ArgumentNullException: Value cannot be null" is displayed instead of all the actual errors when opening a project with numerous compilation errors

Resolution Note:
I am unable to repro the bug.
I attached the video of what I think the bug is, but it works from what I can gather.
