Unable to update project from 2018.2.0x-ImprovedPrefabs to 2018.3.0b1
To reproduce:
1. Create a project in 2018.2.0x-ImprovedPrefabs
2. Open the created project in 2018.3.0b1
Expected: project is properly updated and opened
Reproduced in 2018.3.0a8, 2018.3.0b1, 2018.3.0b2, 2019.1.0a1
Did not reproduce in 2018.2.8f1, 2018.3.0a7
Regression introduced in 2018.3.0a8
