[Shortcut Manager] Unable to paste (CTRL+V) in the scene view because it tries to enable Vertex snap mode
Steps to reproduce:
1. Create a new project
2. Select an object (Ex: Main camera) in the scene view (NOT the hierarchy)
3. Attempt to copy-paste
-- Pressing CTRL+V doesn't paste the object but instead enables Vertex snap mode (while the button is pressed)
Reproduced on: 2018.3.0a6 (33e5def6e55f)
Not reproduced on: 2018.3.0a5 (20706b925e3c)
Regressed in: 2018.3.0a6 (33e5def6e55f)
Fixed in: 2018.3.0b7, 2019.1.0a6
