"Unable to get the list of approved APIs." is thrown when testing the App Packages with Windows App Certification Kit
How to reproduce:
1. Open the attached project "IN-89230.zip"
2. Build the project for UWP
3. Open the built Solution with Visual Studio
4. Create App Packages
5. Open the "Windows App Certification Kit"
6. Test the created App Packages with the "Windows App Certification Kit"
Expected results: All tests are successful
Actual results: Test fails with "Unable to get the list of approved APIs."
Reproducible with: 2021.3.46f1, 2022.3.53f1, 6000.0.29f1, 6000.1.0a6
Reproducible on: Windows 10 22H2
Not reproducible on: No other environment tested

Resolution Note:
The problem is with Microsoft's local WACK tool - we have reported the issue to Microsoft and they are investigating. In the meantime, users can just submit their packages without running the WACK tool locally and the submission will pass.
