[UIR] Certain items in the window bounce/flicker when resizing the window and the display scaling is set to 125% or 150%
How to reproduce:
1. Open Windows Display settings (Right-click on an empty space on your desktop and select "Display settings")
2. Set the display scaling to 125%
3. Open user's attached "dpiflicker" project
4. Open the FlickerWindow (Bug->Show Flickering)
5. Resize the window height by dragging the bottom of the window
Expected result: Items in the window don't bounce up and down while resizing
Actual result: Items in the window are bouncing up and down while resizing
Reproducible with: 2019.1.0a10, 2019.3.0a1, 2019.4.8f1, 2020.1.2f1, 2020.2.0a20
Not reproducible with: 2018.4.26f1, 2019.1.0a9
Notes:
- Happens only when the display scaling is set to 125% or 150%, doesn't happen on 100%, 175%, 200%, and 225%
- Resizing the width of the window or resizing the height by dragging the top of the window will not make the labels bounce
- The item bounce is also noticeable with the package list in the Package Manager window, package names and arrows next to the names are jumping when resizing the Package Manager window
- There's also some flickering on the blue line that is on the selected window's name when resizing the window's height
- Starting 2020.1.0a1 version the jumping of the items inside the window starts to be less noticeable, going up the versions the words stop jumping but the arrows next to the package names in the Package Manager window are still jumping, in 2020.2.0a1 and later only the blue line that is on the selected window name is flickering
