UI Toolkit ReorderableList foldout state isn’t remembered unlike in the IMGUI version
How to reproduce:
1. Open the user's attached "1409175_My project" project
2. Open the "SimplePlacerScene" Scene
3. Select the "Placer" Prefab in the Hierarchy
4. Collapse a ReorderableList under the "Item Placer" Component in the Inspector
5. Deselect the "Placer" Prefab and select it back in the Hierarchy
6. Observe the ReorderableList that was collapsed in the 4th step
Expected result: ReorderableList foldout state is remembered, and it remains collapsed
Actual result: ReorderableList foldout state doesn't remain collapsed after re-selecting the Prefab
Reproducible with: 2022.2.0a9
Not reproducible with: 2022.2.0a8
Couldn't test with: 2019.4.37f1, 2020.3.33f1, 2021.2.19f1, 2022.1.0b15 (UIToolkit Inspector isn't featured)
Notes:
- Expected view of the Inspector can be observed if the "Use IMGUI Default Inspector" is toggled on in the "Project Settings -> Editor" settings
- State of the ReorderableList Elements is remembered

Fixed by another internal issue: UUM-1461: [UI Tools] Lists in the Inspector window are re-expanded when de-selecting and re-selecting a GameObject
