[UI] Performance Regression on 2018.3 and newer versions
Steps to reproduce:
1. Open user attached project
2. Build the player
3. Open profiler and observe the CPU usage increase in 2018.3
Expected result: UI CPU usage should stay near the same in 2018.3
Reproduced in: 2019.1.0a1, 2018.3.0b2, 2018.3.0a1
Not reproduced in: 2018.2.9f1, 2017.4.11f1
Regression since: 2018.3.0a1
