[UIBuilder] Dragged Hierarchy Element's tooltip does not disappear when opening a Context Menu and clicking away from it
How to reproduce:
1. Create a project on default 3D template
2. Import UI Builder package in Package Manager
3. Open UI Builder's Window (Window->UI->UI Builder)
4. Drag a VisualElement from Library->Unity tab to Hierarchy
5. In Hierarchy, select the Visual Element
6. Click and drag the Visual Element
7. While dragging, Right-Click to open a Context Menu
8. Click away from it
Expected result: Element's tooltip disappears
Actual result: Element's tooltip does not disappear
Reproducible with: 2019.2.18f1, 2019.3.0f4, 2020.1.0a19 (0.5.8-preview, 0.10.0-preview)
Couldn't test with: 2019.2.18f1, 2019.3.0f4, 2020.1.0a19 (0.5.7-preview) (Can't open a Context Menu in UI Builder's Hierarchy)
