'Go to IAP Catalog' link in the project settings window under UDP tab redirect user to the IAP catalog only once

Steps To Reproduce:

1. Create a new project
2. Package Manager > UDP > Install
3. Project Settings > Services
4. Select an organisation and create a project ID
5. Services > Unity Distribution Portal > Create UDP Client
6. Services > Unity Distribution Portal > Go to IAP catalogue
7. Repeat Step 6

Expected Result: The user is redirected to IAP catalogue

Observed Result: The user isn't redirected to IAP catalogue

Not Reproducible In: 2020.2.0a15, 2020.1.0b14
