Transparent materials use global sky ambient probe instead of SSGI fallback when using Screen Space Global Illumination
How to reproduce:
1. Open the attached project "SSGIFallbackIssue.zip"
2. Open "ReproScene" Scene
3. Enter the Play mode
Expected result: "CubeTransparent" GameObject uses the Reflection Probe fallback
Actual result: "CubeTransparent" GameObject uses the global ambient probe
Reproducible with: 2021.2.0a9, 2021.2.19f1, 2021.3.1f1, 2022.1.0f1, 2022.2.0a11
Not reproducible with: 2019.4.38f1, 2020.3.33f1, 2021.2.0a8

Resolution Note:
As any screen space effect, SSGI cannot work on transparent objects as they do not write into the depth buffer.
