Timeline's three-dot menus are missing on-hover highlight
How to reproduce:
1. Create a new Unity project
2. Open the Timeline window (Window -> Sequencing -> Timeline)
3. With any GameObject selected, create a new Timeline Asset
4. In the Timeline window, click "+" -> Animation Track
5. Hover on the three-dot menu near the Animation Track and observe the results
Expected results: The three-dot menu has on-hover highligh
Actual results: There is no highlight
Reproducible with: 6000.0.66f1, 6000.3.4f1, 6000.4.0b5, 6000.5.0a5
Reproducible on: macOS Tahoe 26 (M1)
Not reproducible on: No other environment tested
