Tilemap SetTilesBlock() causes an error on first call "The number of tiles set is not equal to the count from the dimensions..."
Reproduction steps:
1. Open project attached (TilemapSetBlockAssertion.zip)
2. Play scene "SetBlockTest".
Expected result: Tiles will be set correctly without errors.
Actual result: There is an error on the first call: "Assertion failed: The number of tiles set is not equal to the count from the dimensions given."
Notes: I was also able to reproduce it with example code from docs: https://docs.unity3d.com/2017.2/Documentation/ScriptReference/Tilemaps.Tilemap.SetTilesBlock.html
Reproduced on: 2017.2.0b2, 2017.3.0a7, 2017.3.0b3.
