The whole Action Map breaks when a Keyboard Modifier is selected
How to reproduce:
1. Open the “BuildLine.zip” project
2. Open the “MainScene”
3. Enter Play Mode
4. Observe the Game View
Reproducible with: 1.6.3 (2022.3.8f1), 1.7.0 (2021.3.33f1, 2022.3.15f1, 2023.2.3f1, 2023.3.0a14), 1.8.0-pre.1 (2023.3.0a14), 1.8.0-pre.2 (2023.3.0a17), 1.11.1
Reproduced on: Windows 11
Not reproducible on: No other environment tested
Notes:
- Reproducible in Player
- With the Keyboard Modifier all actions stop working, with any other Modifier all actions work again
- Not reproducible in an empty project

Resolution Note:
The test project is setup incorrectly with two PlayerInput components. The manual does not cover this scenario, and states that a single PlayerInput component should be used, or a PlayerInputManager should be used to implement local multiplayer.
